The Postville Police Department consists of the Police Chief, 3 full-time Police Officers, and reserve officers. (See the Police Department Page here) The Police Department is open during regular City hall hours, and provides police services throughout the day. Depending on the day and needs of the community, police coverage may be assisted by Allamakee County Sheriff's Department. All Emergencies, regardless of time of day, are to be called into 911. WINTER INFORMATION All snow and ice operations are considered emergency in nature since public safety is involved. The Public Works Director coordinates the snow and ice control operations with assistance from Street Department and Water Works Department personnel. RESIDENT RESPONSIBILITIES FOR SNOW AND ICE CONTROL Removal of snow and ice from sidewalks. The owner or occupant of any lot or parcel in the City shall cause to be romoved from all sidewalks all snow and ice within 48 (24 hours in downtown commerical zone) hours after the cessation of any fall of snow, sleet, or freezing rain. Moving snow onto street and sidewalks prohibited. No person, in cleaning snow from lots, parking areas, driveways, filling stations, garages or other large areas shall pile or redistribute the snow in any street, alley, or sidewalk. Citations begin at $50.00 for non-compliance. Postville has 60 miles of paved and about 10 miles of gravel streets. The major portion of street maintenance and repair in the City of Postville is accomplished by the Operations Section of the Street Department. This includes repair of bituminous and concrete streets except for major street reconstruction activities. Crack filling and pothole repair activities increase the life expectancy of the paved streets. Gravel streets also require significant maintenance to provide a good driving surface. Calcium chloride is utilized on the gravel streets to control dust. During the summer months, residential streets are swept four times and downtown streets are swept five times. The two most intense cleaning cycles occur in the spring and fall. The spring sweeping cycle removes sand and debris accumulated during the winter months. The fall sweeping cycle occurs after the leaf collection program and removes the remaining debris after the collection effort. Another activity limited to the summer months is weed cutting. Ditches and other public right-of-way areas are mowed at least three times a year to control grass and noxious weeds. The major activity of the Street Department during the winter months is snow plowing and snow removal. The objective of the snow plowing operations is to plow all City streets within 10 hours after a snowfall. Snow plowing can begin any hour of the day because weather conditions vary greatly from storm to storm. In general, citywide plowing operations begin when snow depth reaches 2 to 3 inches. Chemical treatment is used on snowfalls less than 2 to 3 inches. Typically, accumulated snow is removed from downtown parking lots and streets during the first 1 or 2 days after a snowfall. The snow is also cleared from sidewalks adjacent to publicly owned lands within 48 hours after a snowfall. Homeowners are responsible for clearing their own sidewalks. All traffic signs, street name signs, and construction barricades are maintained by the Street Department. Traffic control signs and signals are recommended by the Public Works Director and Chief of Police to the City Council. Pavement marking necessary for traffic control is repainted annually. Parking stalls are usually painted every three years. The Street Department is also responsible for providing maintenance, repair and operating services for City vehicles with the exception of fire vehicles. Postville Yard Waste Facility & Collection Program 2007 The public works wastewater treatment facility and shop is located at 485 Coop Drive and is also the site of the Postville yard waste facility. Brush, grass clippings and leaves may be brought to the respective area during business hours Monday - Friday from 7:00 a.m. to 3:30 p.m. The facility is open Saturdays and Sundays from 7:00 a.m. to 10:30 a.m. from April through November. As an environmental service, City crews will pick up compost materials - leaves, grass clippings, garden waste, bark, nuts, pinecones, - what nature deposits. These should be put into cardboard boxes or paper bags only. They will be picked up on a scheduled basis once a week from April through the end of May 29. During June, July and August, the City crews will pick up on an every other week basis. Beginning September 4, the City crews will once again pick up every week through October 29. Tree branches will be picked up by City crews from curbside only from April 9 through May 14 and then again from September 17 through October 29. All other times, property owners are responsible for disposal of any trimmed tree branches to the designated drop off location at the compost site. All tree branches delivered to the site or picked up by the City crews shall be no more than 6 inches in diameter and cut into 4-foot lengths. A schedule is included in the Chamber newsletter mailed to each member by the Postville Chamber of Commerce in May of each year. Commercial contractors are not permitted to use the yard waste facility. BURNING IS PROHIBITED WITHIN THE POSTVILLE CITY LIMITS Water Works Mission Statement The Mission of the Water Works is to be the responsible custodian for and to provide a good quality, potable water supply at adequate pressures and in sufficient quantity for consumption and fire protection purposes, to all current and future Utility customers consistent with State/Federal Regulations and water industry practices and standards, in the most cost effective manner possible, and to educate the public about the benefits of being a good water use steward. Water Works Department WASTEWATER UTILITY MISSION STATEMENT The Mission of the Wastewater Utility is to be the responsible custodian of wastewater collection for all current and future Utility customers consistent with Local/State Regulations and wastewater industry practices and standards, in the most cost effective manner possible, and to educate the public about the benefits of being a good water use steward.
