SPECIAL MEETING OF THE CITY COUNCIL OF POSTVILLE, IOWA
August 25, 2025

1. A special meeting of the City Council of Postville, Iowa, was held in the Council Chambers at 147 N. Lawler St. on August 25, 2025, beginning at 6:00 p.m. with Mayor Koenig presiding.

2. On call of the roll, the following Council Members were present: Devora Mahr (phone), Laurie Moody and Rebecca Engelhardt Absent: Larry Moore and Mary Engstrom.
*Moore arrived at 6:02 p.m. and Mary Engstrom arrived at 6:03 p.m.

The pledge of allegiance was recited by those in attendance.

3. Council Member Engelhardt made a motion to approve the agenda as posted by the Clerk. Seconded by Moody. Carried 5:0.

4. Wendy Johnson, 355 N Maple Lot #29 appealed to the city council the order given by law enforcement to remove her dog from City limits due to two separate biting incidents. Johnson stated the dog was not aggressive and was just a puppy. The breed of the dog consists of Elk Hound, Blue Heeler, Great Dane and Masta. The first instance happening on June 7, 2025 a child was bit in the arm and calf muscle of the leg. The second incident happened August 17, 2025 with a six-year-old child that caused injury to the left back of leg. Officer Conner received a report of dog at large on July 19, 2025 when approaching the dogs “Tiger” growled and his hair was standing up. The office remained calm the dog became calm. No one was home, he took the dogs to the city impound. The second incident with “Tiger” was when Officer Conner was serving paperwork the dog broke through the screen in the window and came at him. Laurie Moody speaking on behalf of the Board of Health talked about the importance of vaccines. Council Member Moore made a motion to uphold the police order to remove the dog from city limits, giving seven days for removal and the dog would not be allowed back until the following criteria are met- Training with certification of such training and rehab, proof of all vaccinations and if any more issues in the seven days the dog will be euthanized immediately. Seconded by Moody. Carried 5:0.
The council will need to review all documents prior to the dog being allowed into the city limits.

There being no further business on the agenda to come before the Council, Council Member Moody made a motion that the meeting be adjourned. The motion was seconded by Engelhardt. Carried unanimously. Adjournment 7:10 p.m.
