SPECIAL MEETING OF THE CITY COUNCIL OF POSTVILLE, IOWA
June 16, 2025

1. A special meeting of the City Council of Postville, Iowa, was held in the Council Chambers at 147 N. Lawler St. on June 16, 2025, beginning at 6:00 p.m. with Mayor Dennis Koenig presiding.

2. On call of the roll, the following Council Members were present: Devora Mahr, Mary Engstrom and Rebecca Engelhardt. Absent: Larry Moore and Laurie Moody.

The pledge of allegiance was recited by those in attendance.

3. Council Member Engelhardt made a motion to approve the agenda as posted by the Clerk. Seconded by Engstrom. Carried 3:0.

4. Council Member Engelhardt made a motion to adopt Resolution #1465-25 A Resolution Appointing Paying Agent, Note Registrar, and Transfer Agent, Approving the Paying Agent and Note Registrar and Transfer Agent Agreement and Authorizing the Execution of the Agreement. Seconded by Mahr. The roll was called ayes: Mahr, Engstrom and Engelhardt. Absent: Moore and Moody. Nays: None. Carried 3:0.

5. Council Member Engstrom made a motion to adopt Resolution #1466-25 A Resolution approving and authorizing a form of Loan Agreement and authorizing and providing for the issuance, and levying a tax to pay the Notes; Approval of the Tax Exemption Certification. Seconded by Mahr. The roll was called ayes: Mahr, Engstrom and Englehardt. Nays: None. Absent: Moore and Moody. Carried. 3:0.

6. Discussion was held on a proposed lease agreement from Broadcast Technical Partners for the radio station equipment on the City water tower. It was determined that the electrical is not separate and the city has been paying the costs. The council felt the proposed rental amount was not sufficient to cover the electrical cost. It was determined that more information on the electrical cost and what type of equipment is operated is needed to determine a fair rental amount.

There being no further business on the agenda to come before the Council, Council Member Mahr made a motion that the meeting be adjourned. The motion was seconded by Engelhardt. Carried unanimously. Adjournment 6:14 p.m.
